Rick Eldridge

Rick Eldridge is the President and CEO of Intuitive, which he founded in 2005, as a risk management and insurance brokerage firm with three guiding principles: Integrity, Execution and Performance. Today Intuitive’ s business is solely focused on designing, building and managing captive insurance companies for large middle market businesses across the United States.
Immediately prior to Intuitive, Mr. Eldridge was responsible for Mergers, Acquisitions and Divestitures as a Vice President of Chubb Group of Insurance Companies in Latin America. He subsequently led the team that sold Chubb de Venezuela in the first-ever market auction concluding the sale two weeks prior to the reelection of Hugo Chavez. Previously, Mr. Eldridge was Vice President and Country Manager for Chubb’s operation in Japan, where he produced the first underwriting profit for the company after 15 years of losses. In addition to directing numerous marketing, underwriting and special project teams, Mr. Eldridge held numerous managerial and underwriting positions with Chubb in Singapore, Chicago, Tampa, and Dallas.
Mr. Eldridge currently serves on the Trustee Board of ACE Scholarships – Colorado. ACE is a Denver based non-profit that provides scholarships and school choice programs to low-income children in Colorado, Kansas, Louisiana, Montana, Texas, and Wyoming. Mr. Eldridge has also served as Chairman of an Advisory Board for the Fellowship of Christian Athletes (FCA Arapahoe County), Board Member for the Delaware Captive Insurance Association, the Association of Corporate Growth – Denver Chapter, Encore Administradora E Corretora De Seguros Limitada, Co-Chair of the Insurance Subcommittee in the American Chamber of Commerce in Japan and Secretary/Executive Committee – Foreign Non-Life Insurance Association in Japan.

Trinidad Navarro was elected in 2016 as the State of Delaware's 26th Insurance Commissioner. He was re-elected in 2020. In this role, he works to ensure insurance affordability and availability for residents as well as the accountability of insurance companies. As Commissioner, he leads the office charged with protecting, educating, and advocating for Delaware residents.
The Department offers free Medicare counseling services and works on the Health Insurance Marketplace, provides arbitration services to residents, and fights and prevents fraud. The Department also works to ensure insurance companies are financially sound, licenses more than 220,000 individuals in related professions, proposes the state's workers' compensation rates, helps more than a thousand companies create safer workplaces to lower their insurance rates by over $7 million, and so much more.
During the Commissioner's term in office, the Department has made great strides. He has increased department diversity and internal promotions. In 2017, the Commissioner worked with the General Assembly to pass House Substitute 1 to House Bill 80, a signature piece of legislation that ends discrimination in auto insurance policies. The law ensures that neither race, age, gender, economic status, nor other personal characteristics impact the cost of auto policies.
In 2020, the office reduced Health Insurance Marketplace rates for the second time in the state's history, leading to a 5% increase in enrollment, and returned $21.5 million in premiums to individuals and small businesses. The department completed two of the state's first Mental Health Parity examinations, assessing $597,000 in penalties. Businesses saved $4 million in workers' compensation premiums due to a double digit decrease in rates, and another decrease was approved for 2021.
A lifelong Delawarean, Commissioner Navarro has an extensive record of public service. He served for 20 years with the New Castle County Police and was elected New Castle County Sheriff in 2010. While a police officer, he received the department's distinguished Medal of Valor.
Additionally, Commissioner Navarro serves on many state boards such as the Delaware Health Care Commission, the State Employees Benefits Committee (SEBC), the Plans Management Board, the Council on Health Promotion and Disease Prevention, and the Primary Care Reform Collaborative.

Andrew is an experienced attorney who guides captive insurance companies in corporate formation, insurance regulatory and day-to-day governance issues. He is a frequent author and speaker on captive insurance topics and is a faculty member for the International Center for Captive Insurance Education. Andrew also serves as a director and member of the regulatory liaison committee of the Delaware Captive Insurance Association and a director of the North Carolina Captive Insurance Association.
In addition, Andrew has extensive experience in the areas of general corporate law and business counseling in connection with issues involving entity formation and governance.
In the community, he serves as a Guardian ad litem for the Office of Child Advocate, representing the interests of abused and neglected children in Delaware and is Assistant Scoutmaster of BSA Troop 112.

Stephen C. Taylor is the Director of the Bureau of Captive and Financial Insurance Products for the Delaware Department of Insurance. As Director, Stephen is responsible for managing the establishment and regulation of captive insurance companies in the State of Delaware.
Previously, Stephen was Commissioner of the District of Columbia Department of Insurance, Securities and Banking where he served as the District of Columbia’s chief financial services regulator for the insurance, securities, and banking industries, and served in national leadership roles with state financial services regulator organizations. Stephen also held various General Counsel and executive roles for the District of Columbia’s Department of Insurance, Securities and Banking, Office of the Attorney General, Department of Banking and Financial Institutions, and Office of the Chief Financial Officer. He also served as Policy and Assistant General Counsel for The Surety & Fidelity Association of America. Stephen also consults on financial services regulatory and legal issues.
Stephen represented the District of Columbia as a Commissioner with the Uniform Law Commission for over ten years. He also served as a Director on the District of Columbia Health Benefit Exchange Authority and the DC Economic Partnership. Stephen earned his L.L.M. in Taxation and ERISA/Employee Benefits Certification as well as his juris doctor degree from Georgetown University Law Center. He earned his Bachelor of Arts degree from Fordham University.
Michael W. Teichman

Michael W. Teichman is a Director at Parkowski, Guerke & Swayze, P.A., joining the firm in June 2003. He concentrates his practice in the representation of traditional and captive insurance companies in both regulatory, transactional, and litigation matters. Mr. Teichman also represents clients in the areas of environmental regulation and litigation and serves as corporate and transaction counsel to Delaware based entities. He frequently serves as special Delaware counsel in the preparation of Delaware corporate opinions.
Mr. Teichman is the President of the Delaware Captive Insurance Association and has served on its board of directors since its inception. Mr. Teichman has been accepted into the Federation of Regulatory Counsel (FORC), a professional organization made up of attorneys possessing special expertise in the field of insurance regulation. Mr. Teichman is also the treasurer of the Delaware Bar Association Environmental Law Section.
Prior to joining Parkowski, Guerke & Swayze, Mr. Teichman was a partner with Reed Smith, LLP. Prior to entering private practice, he served as a Deputy Attorney General in the Delaware Department of Justice. During his tenure as a Deputy Attorney General, Mr. Teichman first served in the Criminal Division as a criminal prosecutor, and later represented the Delaware Department of Insurance.
